It makes me a neocon to say this? I’m not sure if I would agree with that. Perhaps Niall Ferguson just did a good job of scaring me about apolarity.

Well, I exaggerate, but only slightly. If I understood your conclusion, you were predicting that a world in which American power is constrained by the economic, political and military influence of China and the EU would be worse for human rights.
I’d think that is a position most closely associated with the likes of the Project for the New American Century. However, looking at Europe’s actions in Yugoslavia and Africa, the butchery in Chechnya and the repression of Tibet and Xinjiang, I’d wonder why anyone would think giving these states more power would improve the world.
I’m still looking at the economic arguments, but these seem to point towards the inevitability of hegemony.
